Ryan M. Lockman is the Managing Partner of Horn Williamson, responsible for managing day-to-day operations of the firm. He is also a member of the Construction Defect Team with primary responsibility for all aspects of litigation in state court, federal court, and arbitration.

Ryan is a strategic thinker who works hard to outmaneuver the other side and devises creative ways to favorably resolve his matters.

Some of Ryan’s successes include:

  • Obtained a 3.2-million-dollar jury verdict on behalf of four homeowners in a construction defect trial brought in the Philadelphia Court of Common Pleas.
  • Obtained seven figures in arbitration awards on behalf of new-construction homeowners, including over three million dollars against one developer.
  • Led briefing on successful dispositive motion opposition involving over $10MM in homeowner defect claims
  • Served as co-counsel in a case before the United States Supreme Court, Heffernan v. City of Paterson (2016), where he drafted the District Court and Third Circuit briefs, assisted in the preparation of the Supreme Court brief, and coordinated strategy with amici at the Supreme Court stage. Ultimately, his client prevailed in a 6-2 ruling, vindicating the First Amendment rights of public employees nationwide.
  • Negotiated over ten million dollars in favorable settlements for clients in construction defect, employment discrimination, and retaliation cases.
  • Represented clients in winning appeals before the PA Superior Court, PA Supreme Court, and Third Circuit Court of Appeals.

Ryan was also tapped by WNYC’s “The Takeaway” to provide analysis of Los Angeles V. Mendez (2017).

When he is not in the office, you might find Ryan cooking or cycling around the City. He also loves spending time with his son, Noah, and his wife, Lauren.
