Jennifer is the founding partner of Horn Williamson & Collins and has devoted her more than 30-year career exclusively to construction law and litigation.
Under Jennifer’s leadership, Horn Williamson & Collins has grown into a respected woman-owned construction litigation firm known for handling both residential and commercial construction matters arising from public and private projects. Her practice is defined by a combination of technical construction knowledge, practical litigation strategy and strong courtroom advocacy.
Over the course of her career, Jennifer has represented homeowners, community associations, contractors, subcontractors, developers and business owners in significant residential and commercial construction disputes throughout Pennsylvania, New Jersey and the Mid-Atlantic region. This broad experience gives her a practical understanding of how construction projects are designed, managed and built, as well as the operational, contractual and technical failures that can lead to disputes, delays and property damage.
Her practice includes matters involving contract and payment disputes, delay and disruption claims, loss-of-productivity and project performance issues, change-order disputes, defaults and terminations, and construction means and methods, as well as construction and building-envelope defects, water intrusion, roofing and exterior cladding systems, structural movement, mold and indoor air quality issues, HVAC, plumbing and electrical deficiencies, workmanship deficiencies, and code-related deficiencies.
Jennifer regularly serves as lead litigation and trial counsel in residential and commercial construction disputes and serves as an arbitrator in construction-related matters. She frequently works with engineers, forensic consultants and industry professionals to investigate construction failures, analyze causation, evaluate damages and develop litigation strategies in technically challenging matters. Jennifer is known for combining her construction industry knowledge with practical litigation strategy, effective negotiation and strong courtroom advocacy. Her ability to analyze and clearly communicate complex construction issues has made her a trusted advisor in sophisticated construction disputes.
Representative Experience
- Tried to verdict construction defect claims on behalf of six families, each of whom purchased new-construction homes, resulting in jury verdicts exceeding $7.7 million and findings that the developer/builder violated Pennsylvania’s Unfair Trade Practices and Consumer Protection Law (UTPCPL).
- Served as first-chair trial counsel in a five-day jury trial securing a defense verdict in a construction dispute arising from a $55 million public elementary school project in Philadelphia, defeating claims exceeding $1.4 million on behalf of the general contractor.
- Successfully settled more than 300 construction defect claims on behalf of individual homeowners in disputes against a nationally recognized publicly traded homebuilder.
- Successfully represented residential homeowners in multiple arbitration proceedings involving building code violations, securing outcomes that exceeded client expectations.
