Jennifer M. Horn

Jennifer is an accomplished attorney with comprehensive experience in client representation and litigation. She has built her practice representing owners, construction managers, contractors, subcontractors, suppliers, sureties, and homeowners in matters arising from public and private construction projects.

Jennifer leads the firm’s Construction Group.  She has extensive skills representing clients with delay claims. She routinely works with expert witnesses to prosecute claims for delay, inefficiency, disruption, out-of-sequence work, and construction means and methods. She has frequently been called upon to analyze situations as they are developing and assist clients with documenting delays, proposed change orders, default, termination, and other typical issues that may result in a claim.

Jennifer’s understanding of building envelope defects, including those affecting stucco, cultured stone, brick, siding, and EIFS, has proven invaluable to the successful resolution of numerous negotiations with builders.

Representative Experience

• Tried to verdict construction defect claims on behalf of six families, each of whom purchased new-construction homes, resulting in jury verdicts exceeding $7.7 million and findings that the developer/builder violated Pennsylvania’s Unfair Trade Practices and Consumer Protection Law (UTPCPL).
• Sat first chair in a five-day jury trial securing a defense verdict in a construction dispute arising from a $55 million public elementary school project in Philadelphia, defeating claims exceeding $1.4 million; led trial strategy and courtroom execution on behalf of the general contractor.
