In the wake of Governor Wolf’s Order permitting construction operations to resume Friday, May 1, 2020, Philadelphia Mayor, Jim Kenney signed an Executive Order on April 29, 2020 detailing heightened limitations for construction operations within the City of Philadelphia. Among other restrictions, Mayor Kenny’s Order provides:

  • No work other than emergency repairs will be permitted on the interior of residential structures;
  • Prohibited work includes demolition, underpinning work, and any project requiring support of existing party wall, unless authorized in writing by the Department of Licenses and Inspection;
  • Authorized construction work will occur between 7 a.m. and 5 p.m., Monday through Friday only;
  • Number of workers are limited on site based on its type and square footage;
  • Site Safety Manager at each job site, who may also be “Pandemic Safety Officer” as required under the Governor’s guidance, must obtain a COVID-19 training certificate from authorized training source designated by the Department of Licensing and Inspection;
  • Full compliance with Governor Wolf’s April 23, 2020 industry guidance.
